Project won ASCE Construction Achievement Project of the Year Award.  Provided construction inspection for installation of a floating fendering system designed to protect the FDR Drive from errant vessels on the East River. A temporary Outboard Detour Roadway was constructed on the East River adjacent to the FDR Drive to replicate the closed FDR travel lanes. The 3,000-foot-long fender system consisted of fifty-two 24-inch diameter grout tension anchors drilled to depths of 190-feet, 13 floating steel dolphins held by 7-inch diameter anchor chains, and 10-foot diameter steel floating breasting beams.  The grout anchors were load tested to 330 tons in tension.
